At certain times, Google will reassess whether the account is eligible to use the chosen payment method. During this period, the user may temporarily be unable to use the payment method.
Users have paid for advertising, but the ads have not run yet because Google needs time to review the ads. Usually, the ad review process takes about 24 hours.
